I am writing with some questions about ESSLLI 2019.  I am a MA student in Computational Linguistics at the University of Tuebingen, and I am very interested in registering.
I am interested in applying for one of the student grants.  In that case, should I wait until the notification in May to register?  Or should I register first in order to secure a place?
My second question is related to housing.  Should I reserve my accommodation at the university as soon as possible before being notified about the grant?  I am a bit concerned about the limited number of rooms.

Practically there is no limit of conference places.
Seems that there will be very limited number of grants. You should assume that you will not receive any.

I am an undergraduate student. I was wondering whether Bachelor students are allowed to apply to your Summer School.

No educational certificate will be demanded. It is up to you whether you are able to follow lectures or not.

I am a bachelor student of Economics, but I am personally very interested in the fields of logic and language. So, would I be able to register, or should I take some exam or introductory course maybe?

I am the regional Chief of Service for Statistics at the Delegation of Tourism, South West Region Cameroon. I am in charge of collecting statistics and analysing data from Touristic sites and establishments; hotels, monuments and frontier hospitality management. This information is then processed and submitted at the ministry of Tourism.
I would love to be part of this important meeting as it will encourage the development of skills, being very resourceful to all participants.
Please kindly inform me if my Registration as government worker is welcomed and how to go about it.

I’m very interested in computational linguistics, but I only have a degree in linguistics. Are the introductory classes suitable for absolute beginners in this domain ?
A
We do not have any requirement regarding previous education.
Conceptually, introductory courses are for absolute beginners in the domain.
However, not knowing you I can not give you any warranty. In wrong case, at least you will have a lot of time to explore Riga and Latvia.

I am from India. we have funding issues for the travel and accommodation. will you be able to provide the Airfare reimbursement and Accommodation after the election of our paper?

ESSLLI 2019 is not a conference, it is a school.  No papers from participants are expected.

I’m writing this letter to find out whether the school ESSLLI 2019 is free of charge.
A
In general, no. The School is free of charge for lecturers only. Other participants (“students”) must pay study fee (EUR 350 – EUR 850 depending on status) and cover accommodation, transport and meals.
Some sponsors, hopefully, will provide grants. These grants usually cover study fee. Organizing Committee in no way is responsible for grants.

It would be also useful to know what are the requirements (tests upcoming?) for the participants – if there are any. Or is it a course anyone can attend?
A
Summer School has no formal requirements to participate. However, lectures, especially advanced level, might not be easy to comprehend.

Is my country eligible in the program?
A
There is no restriction for any country. However, there are different requirements for visa.

I’m a Lebanese PhD student (first year). I’m studying in France hence, I have a residence permit here until the end of September 2021. Is this enough for coming to Latvia, as it is a part from the schengen area, or I have to apply for the visa?
A
Latvia is a Schengen country, so you should not apply for visa.

I have to pay the invoice you sent me yesterday, but I’m not sure about the payee: it’s the University of Latvia, isn’t it? 
A
The payee is our registration partner, SIA REGISTRATION.LV. The partner will transfer your payment to the University of Latvia

I would like to ask that after the completion of the registration, am I already qualified to attend this school? Are there any other evaluations on candidates’ qualification
A
After payment of registration fee, yes.  No any other evaluation.

I would like to ask what I should do if I miss the due for my payment this time. Is there any possibilities that I submit application for the program again
A
You should do nothing. You are welcome to submit application again

I tried to register for the ESSLLI 2019 but chose the wrong payment option; I should have chosen “Bank card”, but I chose “Invoice” instead and later realized the mistake.
Should I wait until the specific payment date is passed and then register again? Or could you cancel my registration now so that I could register again and pay in the correct manner?

Just try to register again with correct option.

I need to know if I should proceed with my registration while the decision on grant application is pending? or I should do registration only once the decision is communicated? same for the accomodation thing?
A
Due to very limited number of grants it is reasonable to register and to apply for accommodation as soon as possible.

If some one registers for now and got the grant later, then?
A
Then s/he will get money back.

Will there be a space available as long as I register and complete full payment?
A
Practically, there is no space limit at ESSLLI 2019. There is limited number of beds at University students hostels, so you should apply for accommodation as soon as possible.

May I ask for a cancellation if I could not get a visa to enter your country?

I am about to submit the registration form for ESSLLI2019, but I am not sure what I should write as “personal ID number” under PAYMENT. Is this for the credit card number?
A
“personal ID number” is something like social security number, state-provided personal identification number, passport number or anything equivalent. It is NOT a credit card number.

I need Visa to participate, but I don’t understand the order of my actions:
Should I pay for my registration fee, then pay for accomodation (I would like to stay at one of your hostels mentioned at Accommodation page) and after that submit Registration Form for Visa Request?
Or should I find an accomodation firstly, then summit Registration Form for Visa Request get a Visa and after all those actions pay my participation fee?
A.
Both options are valid. However, the second one is more reasonable (due to limited space in university hostels).

Can I get credits after participation?
A
ESSLLI 2019 is not a university, so itself does not award credits. However, we can provide certificate of attendance. It will be up to your university whether to transfer the certificate for credits.

I have noticed that there are three courses: Language and Logic and two courses of Language and Computation, I wonder if I should choose one of these courses or I can attend whatever lecture I want?
A
Nobody will check who attends what lectures.

I would like to see some more information about Statement of Endorsement, because I don’t understand at all who preferably should submit this part of application.
A
Statement of Endorsement is a free format letter usually signed by a professor, dean or somebody of similar position. The letter should contain statement of value of ESSLLI2019 for you.

I am an Indian student, coming to attend this ESSLLI and to present my paper. While filling up the ‘Registration Form for Visa Request’, I encountered an option stating ‘If you are a foreigner, please add a scanned copy of your residence permit’. Can you please guide me regarding this? What exactly should I upload to show my residence permit? I will upload my hotel reservation details and scanned copy of my passport also.

By option that confused you (namely, “If you are a foreigner, please add a scanned copy of your residence permit”) is meant residence permit in country you are living IF (and only if) you are not citizen of the country, where you are currently living.
It means, that if you are living in India, and you are citizen of this country, you don’t need to submit any document to this section (just hotel reservation and copy of your passport as you have already mentioned by yourself). However, if you are just studying in India but came from another country, you should submit your residence permit.
